Full Chip Erase Failed

I'm using Keil uVision for MDK v5.39 with Segger J-Link and trying to debug MCU from GigaDevice (part #GD32F303CB).

I'm getting "Full Chip Erase Failed" error and not able to proceed. What are the possible reason for this error?
