I see the same issue. This pack specifies a dependency on the pack "ADSP-SC83x_DFP" version 1.10.0 in its pdsc file. However, this pack seems not to be a public pack. You can only ask Analog Devices if...

If you have the Pack file, then I think you just need to import it. Use File > Import to import it. See:
