How do I to fix the issue? The issue is I have the file, but the Keil App can not find the file.

I see the same issue. This pack specifies a dependency on the pack "ADSP-SC83x_DFP" version 1.10.0 in its pdsc file. However, this pack seems not to be a public pack. You can only ask Analog Devices if...
