Do we have to license Mali GPU DDK even we had purchased a set of Juno-r2 already?

We have a Juno-r2, now, the Linux kernel version of 4.9.0 is in use, and all relevant Mali (user-space, kernel) drivers have to be integrated with the ‘X.Org’ as requested.

(…To build a functional OpenGL ES or OpenVG driver you need access to the full source code of the Mali GPU DDK, which is provided under the standard ARM commercial license to all Mali GPU customers.)

 

According to the above official descriptions, does it mean we first have to ‘license’ Mali GPU DDK for a further integration even we had purchased a set of Juno-r2?
