What do you mean by "I can not download" ? I just double checked and I can download both the Linux and Android versions

Downloading is not for specific accounts. Anyone can download, and I do not see this problem either.
Have you tried alternative browsers? Maybe clear your cache? Have you tried on an alternative device?
If you do figure out what is the cause, please do let us know so we can investigate further.
