Using pre-"Rev C" AEM FVPs

Arm Platforms release 18.01 removed support for pre-"Rev C" AEM FVPs i.e. version older than 11.3.30.

Release 18.04 adds a new `-a true' flag to `./build-scripts/build-all.sh' to support for building from source for these older pre-"Rev C" AEM FVPs:

    $ ./build-scripts/build-all.sh -a true all

Note: The prebuilt configurations are only compatible with 11.3.30+ "Rev C" AEM FVPs; the new option is only for building from source.
