CHI data packet values for those packets outside valid byte window in a Device memory type txn

In the spec, example 2.5 pg. 2-146 shows 14B data Read data even though size is 64B - what should be the value of Data packets for those outside the valid data bytes window (given, there are no byte-enable for Read's)?
