Yes: it's a Cortex-M4 - so it would be possible with any IDE/toolchains which supports the Cortex-M4.
However, it would probably be easiest for you to start with the IDE/toolchain(s) which SiLabs uses in all its support materials ...

Anything to do with Bluetooth is really not a beginner's project, though - you'd really need to spend time getting up to speed on the basics before adding all the complications of BT/BLE.
Look to SiLabs for specific support in applying Keil to their particular products
