Problem while programming the LPC2148 chip

Dear all,

I am trying to make the programming circuit for the LPC2148. I am using ULINK2 programmer having 20pin JTAG for programming purpose. I have read the pin connections and made the circuit according to the programming guidelines for LPC2148, i have made the connections. But i have no successes in this exercise,

I am getting error "No JTAG Device found"

Please help me, Thank you in advance.

    Perhaps you can diagram what you think you've wired up, with special attention to the power and ground connections, and those of the debug header and orientation. Like schematic presentation?

    Check the power and state of NRST/NRESET will a meter or scope.

    Unpowered devices, or those held in reset can be unresponsive.
