I haven't the foggiest if that is a good guess or not, but until some company does a press release guesses like that are about the best one can expect.
I wonder, why do you want to know? I mean, do you have specific needs that can only be solved by a smartphone with CA75?You might as well ask: When will ARM publish ARMv9 architecture?
