Support for BCn texture formats on future Mali GPUs

Hi there,

I'm currently looking into the feasibility of desktop emulation (think proton) on mobile devices, and a key issue here is the lack of support for BCn texture formats on Mali GPUs. While this can be worked around with e.g. ASTC recompression, texture memory usage still effectively doubles as a result and stutters are introduced so it's far from ideal. I'm aware Mali IP provides with options for BCn decoding, however from my testing no Android devices ship with the BCn fuse bits set. I understand that in the past these formats were patented but now that's expired so I'd love to vouch for them to be enabled on future Mali and Immortalis GPUs (especially now that other mobile GPU vendors support them).
