Full CPU activity with zero cycles

Hi,

I'm trying to interpret some data in Streamline where I'm seeing all 4 big cores (M1/M2 in a Exynos Soc - Samsung S8) show, at times, 100% activity but I've noticed some of them are displaying no cycles. Am I right in assuming they're just spinning? One of those cores seems to be associated with the mali backend. I've attached a couple of images.

    I'd normally attribute this to glitchy CPU counter integrations on some kernel versions/devices. If you are seeing "activity" a thread is running and you should also be seeing CPU cycles.
