I'd like to buy a board with that GPU (ODROID-XU3) and I want to be sure that I'll be able to use glNext on it. If not, then which GPUs are going to support it?
I hope so. this card seems to support opengl (3 / 2.0 / 1.1). It would be a shame to lose backward compatibility. but I did not personally an experience on this board.

The ODROID-XU3 does not support OpenGL of any version, it however does currently support OpenGL ES from 1.1, 2.0, 3.0 as well as the latest 3.1, as does all of our Midgard range of GPU's.

I'm asking if this GPU Mali T628 will support glNext, which will be announced by Khronos in a few days at GDC. I know it supports GLES un to 3.1 but I'm interested in the glNext.
According to this page ARM will co-present a session about glNext ;-).

We cannot state whether our GPU's support an API that currently isn't announced. You will have to wait until the announcement for the answer.

According to Khronos release press Vulkan should work on any OpenGL ES 3.1 cards which means all Mali +T6xx GPUs.
Can you please confirm/infirm that Mali T series will support Vulkan?

https://www.khronos.org/assets/uploads/developers/library/2015-gdc/Khronos-Vulkan-GDC_Mar15.pdf states that we have a prototype driver running on Arndale Octa (so T628 MP6), and I also dug up the following statement from our GDC FAQ:
ARM plans to support Vulkan broadly on capable current and future ARM Mali GPUs. Announcements will be made closer to release.
