in most of the time while searching graphic card i user to hear terms like "over threading and over clocking " what are these can anyone explain it clearly please.

I am not familiar with over threading.
Over clocking is running something at a speed higher than its specification. When possible, it means you are running the core outside of its specification and might run into problems like hanging, heating... Because this make the device run out of specification, you then have no guarantee it will work properly. It may also affect the life length of the product: it could fail much quicker than anticipated.
For example, you have a core specified to run at 1 GHz maximum, but you run it at 1.2 GHz.

what about over threading???
Never heard that term before, do you have an example from the web where it is used? A GPU is massively multi-threaded, i.e. hundreds/thousands of threads, that's about the closest that comes to mind.
