Is their any board (in stock), that at least has a quad cortex-A & MALI with a complete "toolchain" for openCL 1.1 or higher (Not Android) ?
I have looked up a lot of the existing quad core boards out there, but something always seems to be missing to make openCL work.

I need a solution that can be transferred into an custom embedded design in a later phase. I want to use a low-priced ARM+GPU SoC instead of an ARM + classic DSP solution. I'm looking for a board with an open schematic.

As mentioned by Mark already, we support the Samsung Chromebooks for OpenCL. However we have had success in the past with the HardKernel XU3, as well as the Insignal Arndale.
From their website however, HardKernel suggests that their stock BSP for the XU3 already has OpenCL support for Linux.
For the Arndale however, I do not recommend Insignal's BSP, but Linaro's. They appear to have OpenCL support for Linux, but this is still under development so may be unstable. Please check the relevant site for more information however.
We also provide userspace binaries similar to the Chromebooks for the Arndale and Arndale Octa however Mali GPU User-Space Binary Drivers. Please note that this doesnt include the full BSP, so you will need to get that from Insignal/Linaro
