What is SWDIO pin hardware structure? I want to know which is a push-pull or a n-channel open-drain with pull-up.

This is device specific.
Typically we implemented it as push-pull with a tristate buffer, but chip designers could use open drain if they wish.
The maximum frequency is also device specific, you need to check with the chip manufacturer for this information.
