Can BLAS lib been used on Cortex-A9 based SOC baremetal system?

Hi,

I've working on cyclone V soc which contained two Cortex-A9 CPUs, I want to use the BLAS lib on my baremetal application (in C ) to improve the performance, 

but I didnt get the answers to my question.

Can you guys help me with that?

If YES, then which one should I choose.

My cross compiler is gcc linaro.
