Understanding ARM core performance

Dear all,

We are evaluating the ARM A78-AE core for our product/networking chip.(planning to use 16 cores)

Currently we are using MIPs CN78XX 48 core for our product and for 1 sec of our operation, we have calculated the total CPU cycles consumed..

The aim is to check if ARM will be be to run our operation on lesser number of cores since we plan to offload some part of the operation to additional FPGA. 

Can you please suggest how to equate how much processing horsepower an ARM core will have to our current MIPS core?

For example: if FPGA side can reduce say 40% of the processing, leaving 60% of the load left to the cores, how can we determine if that 60% of the load can fit on the 16 ARM cores

I will be thankful for any pointers in this regard.
