Development Boards for ML Processor

If you don't mean dedicated ML processor but the GPU openCL for ML operations, you can try Hikey970 dev boards.

For mobile phone, you can try Huawei Mate20, Mate20 Pro and Mate20 X with the Kirin 980 SoC.

For CPU and GPU experiments another board I like is the Rock960. 

We have some Arm NN applications for both HiKey 960 and Rock960 at https://github.com/ARM-software/Tool-Solutions 

Look in the ml-tool-examples/ directory. 

Using the instructions there both boards can run OpenCL to try Arm NN with the Mali GPU and compare it to the Cortex-A CPUs.
