Unable to execute API call /api/v1/connect

When i try to add a license to the ARM ds-5 v5.29.1, i get the error " Unable to execute API call /api/v1/connect".

I found some earlier threads aoubt the same issue and it seems to be a problem on ARM's side.

Can you do something to restore the service.

    Thank you for your ansower.

    In fact, i purshased a license in 2021, 

    i activated the license using a portable wifi usb key. but it didn't work. since then i have not used ds-5.

    Now i have changed my pc and tried it by plugging the wifi usb key and importing the .lic file but it didn't work.

    Here is the begining of the email i recieved:

    "Dear Embedded Developer,

    Thank you for your purchase. The full-featured Arm* Development Studio for Intel® SoC FPGA Edition Toolkit is activated via a paid license.
    For more information on SoC EDS Standard and Pro Editions, refer to http://www.intel.com/soceds


    In this email you will find a license activation code or serial number for your Arm* DS for Intel® SoC FPGA Edition product.

    my question is can i use this license for DS-5 v5.29.1. knowing that in your email you mentioned that the first step is to download the latest version of ARM DS for Intel SoC-FPGA Edition Toolkit

    You also mentioned that i should use 4. FLEXnet for ARM Tools License Management Guide: but in fact i didn't notice that when i activated my license and i performed a classical activation by just selecting the host id of the portable wifi usb key.

     now i found this in the  FLEXnet for ARM Tools License Management Guide: 

    "To enable a network card address to be used as the host ID for a node-locked license, your Windows system must have one of the following installed: • The SNMP service. • The NETBEUI Transport Protocol. • The NW Link (IPX/SPX) Transport Protocol."

    my second question is: can i correct this error and reactivate the license as Node-locking to network adapter cards, knowing that i have never got use of the license.
