cell unit dont touch

In the UMC28nm process library unit, these units SDFFYSQ2D_X1M_A12PP140ZTS_C35/SDFFYSQ3D_X1M_A12PP140ZTS_C35/SDFFYSQ4D_X1M_A12PP140ZTS_C35 in the lib file dont use and dot touch properties are set to true, what is the reason for this? In the process of circuit design, can not be used by similar units?
