Arm FVP on CI

Hi all, trust all is well!

Just want to ask if it is possible to use the free Arm FVP on a CI build machine. The reason I'm asking is because I see when I try to download the FVP, I need to log in, and this won't work on a CI machine. Is it possible for me to download it from somewhere else, or is it possible for me to legally include the FVP binaries inside my repository? This is a public project hosted at https://github.com/wpieterse2825/furnace and the CI builds happen on Google Cloud Build.
