Is it possible for a CHI Node to receive an L-Credit Return when in RUN State?

Yes, it is legal for Node to send/receive an L-Credit Return while it is in the RUN state.

I don't believe there is a good case for a CHI node to return L-Credits during the RUN state. It's allowed, but that doesn't mean it makes sense for device to do so.
