I'm looking for and ARM processor with an hardware H.264 encoder.
The production volume is 5000 boards a year.
The product will be ready in the Q1 of 2017 therefore I can evaluate also microprocessor in a preview status.

NVIDIA's Tegra series are well known for their video capabilities, and have embedded encoders and decoders for various formats, including H.264

Qualcomm makes a nice processor that includes H.264 encoding & decoding. It also includes other types of video encoding.
A good quality development board is the 820 dev kit.

Though I'm a bit late, I'd like to add Amlogic; they make several Cortex-A based microprocessors, which have a H.264 encoder.
The S905 might be the most interesting one at the moment, it's a 2GHz 64-bit quad-core Cortex-A53 and it supports GigaBit Ethernet, so it's one of the faster kids on the block.
For sure it could be a really good choice

It's a Cortex M3 that encodes H.264 streams at 30 fps, 1280 x 960 pixels, YUV420 format consuming only 40 mW (milli Watts).

After working on MP4 compression for 3 years I realized that I don't need such a processor anymore.
The MP4 compression is good for streaming but it's not good for extracting data.
