Is Arm Core PMU and DSU_PMU the same hardware component?

Does the Core PMU and DSU-PMU share the same counters and using them at the same time compromises the results?

For example Core PMU has PMCR_EL0 and DSU-PMU has CLUSTERPMU_PMCR. Is there any relation between both PMU?
