How to control DBGEN signal using source code

I saw information about watchpoints and breakpoints in the ARM v7 Architecture document. If you look there, the condition says that DBGEN must be activated, but it only says that it is signal. I want to activate the DBGEN signal using this source code. Is there any way?

Can I modify the DBGEN value by arbitrarily changing the register values?
According to you, I can't change it, is that correct?
I'm using Cortex-R5.
