Is there something similar to CMSIS for 8-bit microcontrollers?

Hello,

In this post from the link below, I tried to compare Arduino platform with CMSIS, can we consider this comparison as true?

Since Arduino is also capable of operating with ARM, do we have a platform that would already be similar to CMSIS that already supports 8-bit microcontrollers?
