Dear,

Dear we are a startup company working on accelerators. We are developing some accelerators (AI, Image, Fixed, ...). Is it possible for us to have IP of Cortex M4 processor to add our accelerators to it?

You want to build custom chips? You would have to contact ARM sales for that. Maybe start here: https://developer.arm.com/ip-products/designstart

Then you will definitely have to engage with ARM direct - they're not going to give it away on a user forum!
