Dear we are a startup company working on accelerators. We are developing some accelerators (AI, Image, Fixed, ...). Is it possible for us to have IP of Cortex M4 processor to add our accelerators to it?

Yes We want to build a custom chip with special accelerators. But we want Cortex M4 or some newer IP.
Then you will definitely have to engage with ARM direct - they're not going to give it away on a user forum!
