So I want to implement the cortex-m3 with the 0.18 TSMC library, but I can't find its maximum frequency. Does anyone know the maximum frequency for the M3 in 0.18 technology?

This is definitely NOT the maximum freq for 28nm, if it is we would be in trouble. :-)
But for 180nm low power process it might be right:

As Haiyan said, there are many factors. For example, even with 180nm process nodes, there are choice of 180g, 180ulp, 180ull and various choices within each types (https://www.embedded-computing.com/embedded-computing-design/squeezing-the-last-penny-of-efficiency-from-embedded-designs)
We cannot disclose much details here as this relates to technical details of libraries from foundaries. If you put your request via your local Arm sales office we can then share some more information.
