How to download AMBA Designer Third Party Tools bundle: TP023-SW-10000

I have same problem as the following discussion.  I cannot find the TP023 from Product Download Hub.

Above discussion's "Arm's Connect IP delivery system" mean Product Download Hub does'nt it?
