Pack Installer general error and nothing showing in device database

 I have Keil v5.

Problem with Pack Installer: each time I try check update or download pack, Pack Installer show me this message

Refresh Pack descriptions
Cannot download vendor lookup file www.keil.com/.../vendors.idx - Continue check for updates with previous copy
Check for updates error: Cannot download www.keil.com/.../vendors.idx, General error
Check for updates

for update option and similar thing (general error) for downloading packs.

Problem with Device Database: I need STM32F3xx_DFP for studies. After downloading it. This pack is shown as downloaded in pack installer as well as others neccessary packs for STM. But there is no stm family in device database. When try to start project or import already existing one, Keil behave as if those packs just don't exist (offering to install them through Pack Installer). Which leads to general error from previous problem.

How to solve this?
