Hough Transform in Compute Library

Unfortunately the Compute Library doesn't support any lines detection algorithms, and I'm afraid we currently don't have any plans to add more traditional computer vision algorithms to the library (Most people are interested in machine learning algorithms these days so that's our current area of focus).

For future reference: if you've got questions about the Compute Library please ask them directly on the project's Github page: https://github.com/arm-software/ComputeLibrary/issues
