Keil uVision5 not responding

I've installed Keil uVision5 IDE for STM32F103VCT6 controller. And also installed necessary Software packs. And have given license for this tool, but while adding the license, it is throwing error like "Tools.ini is not located"

After that I've tried to open Keil uVision IDE, but it is not responding saying that it is not working properly. Could anyone please give solution

Windows 7

Processor : Intel I3 @ 2.40GHZ

4GB RAM

32bit OS

         what type of license are you using? Is it a single-user license (Keil license) or a Flex floating license? You need to launch uVision as Administrator in order to install a Keil license for example.
    Tools.ini is a required file to run uVision so it seems something corrupted the installation. It might be worth trying to re-install uVision if the installation is corrupted.

    Alternatively you can raise a support case on http://www2.keil.com/support/silver so that our support team can look into the issue in more details.
