Debug problem of FM4-S6E2CC-ETH

I am using the FM4-S6E2CC-ETH board with Keil uVision 5.28.  The sample code  (fm4_sine48_intr.c) builds but when I debug the code stops at:

LDR.W R0, =0xE000ED88                            ; CPACR is located at address 0xE000ED88

I cannot hear anything with the headphone connected to the board. There should be a 1kHz tone out of the board.
