When I install Compiler 5 version,I click the downloads in Legacy Arm Compilers – Arm Developer，but the page will skip to Download Hub (arm.com) and dwnload don`t start.
I've encountered the same problem as you and I'm looking for answers too.
This temporary problem is known and the IT department already is working on a solution - we apologize for the inconvenience.
Note:
It does not speed up the investigations if other users confirm having the same problem.

Which version of Arm Compiler 5 do you need? As a work around, you could download an older version of Keil MDK, and copy the ARMCC folder from that into your current project.
For example, according to these release notes:

Arm Compiler 5.06 update 7 is part of the MDK version 5.36. You can download this older version from
www.keil.com/.../rvmdk.asp
