I am using a MCB1800 development board. For programming the board i need a UNLink Debugger. Can I instead use H-Jtag software to program the board using parallel port to jtag.

Signs point to no, current versions don't seem to support RDI or Wiggler type debuggers.
It will work with J-Link, U-Link and a whole list of debuggers, see debugger selection dialog.

None of the devices from 18xx support the wiggler type debuggers. Because i checked, it showed support for 17xx series. Also does 43xx controllers support wiggler debuggers. Intead of jtag debuggers can I flash the code to the MCB1800 development board using the flash magic tool.
Depends if stand-alone programming is what you're looking for, or the ability to program and debug (step, breakpoint, etc).
The documentation and materials for H-JTAG should tell you if the LPC1800 is supported or not, and stand-alone programming is outside the purview of the Keil tools, and integration therein.
If you want to do some debugging it's strongly recommended that you look at JTAG/SWD debugging pods. If you are an educational user, perhaps consider a JLINK-EDU type solution which supports multiple platforms and chips.
