problems with USART communication

Hey, I am having problems with establishing USART communication between two Atmega 16 IC

I am using a transmitter to continually transmit a char and the receiver to detect this char.

Once i have established this communication and the receiver is working properly,if i reset the transmitter, i am no longer able to receive the data. I have to keep resetting the receivee and at one point, it recognised the data again. why does this happen ?
