No - it was discontinued about 10 years ago!
Possibly the easiest thing would be to take just the source files, and create your own uVision-4 project from scratch?
I think the OP needs access to the compiler/linker of 10 years ago. Many it is required to prove something about the sources?

Probably not just the uVision Project.
As already noted, the underlying tools (compiler, etc) are also likely to have changed - so any compiler-specifics in the source will also need reviewing...
