is it possible to convert 60 hz to 220 V 50 hz with a computer? any one have any circuit diagram and code? or any document or link about this conversion??

A normal transformer just changes the voltage. It can't change the frequency.
For "normal-size" equipment, I don't think there are any products that doesn't use any electronic. Rotary Frequency Converters are normally quite large

Yes, rotary converters do tend to be quite large (both in terms of size & power).
