Is it possible to limit ethernet bandwidth from application?

Hi,

We are trying to create an client-server application based on TCP sockets for our STM32F4 board using Keil Middleware Network v6.5 (CMSIS).
We would like to generate a test scenario where we can transfer some data at 1KB/sec.
Is it possible to limit the bandwidth of ethernet to 1KB/sec from application side?
