Looks to me like you'd need a PROM/Universal Programmer. This is why people tended to socket the MPU in the past, because the voltages/signals were not compatible with normal board operation, or easily separated from such.
Perhaps you should consider doing a design with less antiquated technology, that supports FLASH?
Please refer to the vendor documentation, and support channels, for features of the chosen device.

No, some LPC9xx can be programmed directly using FlashMagic (free from esacademy.com) some need an 'interface board', Keil has one called MSP9xx (I do not remember the two last digits, look it up. Anyhow all info needed will be at the FlashMagic forum
