USB Connect Disconnect Issue

Hi,

I am using STM32F207ZET6 microcontroller in one of my design. While implementing the USB in the device using the stack, I am facing USB Connect Disconnect issue.

While troubleshooting, it is observed that on the evaluation board, when USB is not connected to the PC or laptop, the VBUS pin shows 2.41 VDC whereas in target hardware, it is showing 3.4 VDC. Please let me know whether this might be the issue because of which continuous USB coonect Disconnect sequence is not happening or is there any other way to resolve the issue.
