bootloader flash magic

I using flash magic to load the hex file format program to the board lpc1769.when I load programs in lpc17xx.cmsis.driver.library exsamples UART-interupt to the board is not problems ,but then when I load other files, the error message.
my problem?
solution?

error message:Unable to communicate.(in use) Ensure no other applications are using the COM port .Try raising or lowsering the baud rate.

I also had to change the baud rate to the lowest but still not

i solved my problem.
Reload program faster when reconnect.
