the design has 17 channels 500mw each ... Group ON .... Group OFF ... channels with memory for previous state at power up and without memory ... separate black buttons for ON and OFF .... Post the source for a minimalistic application that fails.
By the way - what have you done to try to figure out what is wrong?
Is the program running but just failing to flash the LED, or do you have a lock-up somewhere?
