Please can anyone help me out in 8051 programming FOR 16-SEGMENT LED SCROLLING(MOVING) DISPLAY.

I sure can, but need to know which specific detail(s) in your code you have problems with. If you do not have any code you need to pay a consulatan fee

ALSO the code for such a beast is EXTREMELY dependent on
* lenght of display (columns)
* height of display (rows)
* matrix, serial, parallel or individual LED configuration
* color or amber
* type of LED driver
* LEDs
* ambient light range
* and the rest

It was my belief that 16-segment displays wasn't so much used anymore - normally being replaced by fully bit-mapped displays.

Exact what is your (or your school teacher's) plan for the project?

And as already mentioned
- too little information supplied
- no information about what work _you_ have done
