Apart from how to correctly operate your CAPS LOCK key, what help, precisely, do you require?
You have, of course, already done your basic research - library, google, etc - haven't you...?

I don't think it would be a bad idea to promote this forum in such a way that would attract teachers, here, too. I'm sure they would be disappointed by some of the human material they'd find here, especially if its from there own flock!
I sure can, but need to know which specific detail(s) in your code you have problems with. If you do not have any code you need to pay a consulatan fee
ALSO the code for such a beast is EXTREMELY dependent on * lenght of display (columns) * height of display (rows) * matrix, serial, parallel or individual LED configuration * color or amber * type of LED driver * LEDs * ambient light range * and the rest

It was my belief that 16-segment displays wasn't so much used anymore - normally being replaced by fully bit-mapped displays.
Exact what is your (or your school teacher's) plan for the project?
And as already mentioned - too little information supplied - no information about what work _you_ have done - no reason why you need urgent help, without urgent payment
