A166, EXTERN, DPP

Hi all,
The A166 manual says:
EXTERN « DPPn » symbol: type « , symbol: type ... »
but it doesn't say what the DPPn statement does exactly and when to use it. Our (received) code uses it in the startup.a66 file to reference an external variable.
We're using an old assembler (3.12) that doesn't seem to like it when you leave out the DPPn part. Why would you have to add the DPP where the variable is located? Can't the linker handle that? Doesn't seem to be very maintainable...
