There are 3 possibilities: 1. Your software isn't working; 2. Your hardware isn't working; 3. Neither your software nor your hardware is working. With no information to go on, it is impossible to say anything further! What steps have you taken so far to isolate the problem?

IF you are writing your own PC software that, of course, adds another possibility: 4. Your PC software is not working. You have far too many unknowns! Start by checking your code in the Simulator. Then run it in your target, but use Hypoterminal or similar on the PC. Once this is all working, try it with your own PC app.
