After completing the process of association of nic400's ip bundle and trying to create RTL, the following error occurs.
I had a very similar issue and in the end I discovered that for nic400 generation I need to set both LM_LICENSE_FILE and ARMLMD_LICENSE_FILE. Socrates and most things would work with just the former but nic400 gen would choke w/o the latter.

As for the license setting issue, I suspect you are using an older version of Socrates, same as James12345 because if I remember correctly, older version used other environment variable (DUOLOG_LICENSE_FILE) so if this is the case, you have to use the standard env var i.e. LM_LICENSE_FILE.
If you are not using the latest one and you have a valid license, you should upgrade Socrates.

I just installed a new version of Socrates and to do an A/B comparison I unset ARMLMD_LICENSE_FILE. Well, it no longer fails on the old install so I guess that was a red herring. I'm not sure what I did that fixed it now.
